Annual Summer Meeting Summary

Saturday August 20, 2011 at Woodbound Inn Playbarn, 9:00-10:00 am

 

Ted Covert, President of CLAPA called the meeting to order at 9:05 am.

Ted Covert recognized the CLAPA Board of Directors: Jim Grier, Bruce Edwards, Carolyn West, Jim Noel, Jean Stokinger, Roger Lafarier, Bob Carney, John Fries, Patti Ferron, Ted Covert, Bev Covert, Elizabeth Titus and Tonya Albee, milfoil divers: Ted Aldrich and volunteer tenders: Bob Carney, Dave Chavalier, Jean Stokinger, Patti Ferron, Al Tencati, Jim Noel, Jim and Sharon Grier and Hank Bock.

Updates on 2011 Lake Activities

·         Brief status update on milfoil diving and removal.  Dived 14 days so far, pulled 750 gallons of milfoil with a cost of approximately $5100.  Amy Smagula will be doing another milfoil check in September.

·         No recommendation for milfoil chemical treatment in 2011.

·         Ted Covert asked for a motion to chemically treat for milfoil in 2012 if the need arises.  CLAPA membership unanimously approved the motion.

·         Loon Watch: Loon Association of NH is interested in Contoocook Lake because of its home to loons.

·         Volunteer Lake Assessment Program (VLAP): High levels of phosphorus found in three streams.  Carolyn displayed information for those wanting to learn more about phosphorus levels in the lake and also included many state DES fact sheets on a variety of shoreline protection and water quality issues ... including fireworks and making sand beaches.

·         Summer lake lowering: This is a non-event this year.  Fall lake lowering: Ted Covert will ask to have lake lowered by October 1 or before.

·         Website & other CLAPA electronic communications: Accolades for website work.  Map of lake treatment for 2011 to be posted to website.

·         NH Lakes Association Conference update: Brief update from Patti Ferron and Jim Grier on conference sessions.  Carolyn West spoke about the importance of maintaining good drainage and runoff on our lawns.  Rain gardens are a good alternative for this.  Go to http://des.nh.gov/organization/divisions/water/stormwater

·         Treasurers Report: Ted Covert gave a brief update on our financial picture.  Basically we began the year with $79,000 and have increased it to $84,000 with dues, contributions, earnings and capital gains.

·         Finance Report: Jim Grier gave a brief update on the finance meeting stating that the meeting was basically for long term planning. 

Proposed Revisions to Bylaws and Amendments of Articles of Agreement

·         Ted Covert provided a summary of the proposed changes.  CLAPA membership unanimously approved the changes.

·         Ted Covert provided a summary of the proposed changes.  CLAPA membership unanimously approved the changes.

·         Fred Cochrane made a motion to change the existing bylaws to a ‘four consecutive one year term limit per officer position’ (excludes directors).  CLAPA membership vetoed this change.  Ted Covert will review for next year.

·         Carolyn West explained that CLAPA members may nominate themselves if they are interested in a position as an officer or board member.

Officers and Directors for 2010

·         2012 Officers and Directors. Bruce Edwards, chair of the nominating committee, presented the slate of officers and directors for 2012. CLAPA membership unanimously approved the slate. Bob Carney was elect to Treasurer with Bev Covert as Assistant Treasurer.   All other Board members who served in 2011 remain.

Bruce Edwards asked for a round of applause for Bev Covert for her years of service as treasurer and Jim Noel acknowledged Ted Covert for his dedication to preserving our lake.  All applauded.

Jean Stokinger explained the responsibilities of a dive tender and appealed for more volunteers.

The meeting was adjourned at 10:15am.
